RCMC stands for Registration-cum-Membership Certificate.
An RCMC confirms that an exporter is a member of an approved trade body. This may be an Export Promotion Council, Commodity Board or Export Development Authority. The body must be approved under the Foreign Trade Policy.
Exporters usually get an RCMC from the authority that handles their main export product, service or business activity.
RCMC is not the same as an IEC.
An IEC identifies an importer or exporter. An RCMC confirms their membership in the right export-promotion body.
RCMC is issued by a body approved by DGFT. You can get it from one of these bodies:
DGFT offers a common online platform for e-RCMC applications. You submit your application through this system. The council or authority you choose checks your details and issues the certificate.
Dwarkadhish Overseas does not issue RCMC certificates. We help you select the right authority, prepare your documents and submit your application.
RCMC is not needed for every export shipment that is freely allowed.
It is usually needed when an exporter applies for:
The need for RCMC depends on the DGFT scheme, product and applicant type. Check the rules before you apply.
RCMC is not compulsory for every exporter in all cases.
You may apply for RCMC if you are:
You do not always need a long export history to apply for RCMC.
If you plan to start exporting, you may apply for associate membership. This depends on the rules of the council you choose.
A Manufacturer Exporter must show proof of its manufacturing work.
The required documents may include:
The documents you need depend on your product and the Export Promotion Council you choose.
Do not choose “Manufacturer Exporter” just because another party makes your products.
If another business makes your goods, check which exporter category applies to you. You may also need to provide details of the supporting manufacturer.
A Merchant Exporter can apply for RCMC for the products it buys from suppliers and exports to other countries.
The council may ask for these documents:
The exporter must choose the correct category. This may be Merchant Exporter or Merchant-cum-Manufacturer, based on its business activity.
A Service Exporter can apply for RCMC through the right Export Promotion Council or Registering Authority for its services.
The application may need these details and documents:
The right council depends on the type of service you export. It also depends on which services the council covers under its current rules.
A business planning to begin exports may apply for associate membership, subject to the rules of the concerned council.
A prospective exporter may be asked for:
The right council usually depends on the exporter’s main line of business.
Before you apply, check these points:
Choosing the wrong council can cause several problems, such as: Deficiency notices, Application rejection, Product-panel mismatch, Problems with Advance Authorisation, Problems with EPCG applications, Need to surrender the RCMC and apply again, Extra fees and delays .

An exporter may apply for FIEO registration if:
FIEO should not be used just to avoid joining a product-specific council.
If another council covers the exporter’s main business, the exporter should usually apply through that council.
An exporter should first get RCMC from the authority that covers its main export activity.
The exporter may also join other councils if:
However, keep these points in mind:

Some sectors have their own exporter registration. In these cases, this registration may also count as RCMC.
For example:
The rules may differ for each Board. Check with the relevant Board to confirm which certificate you need and how to apply.
An RCMC is usually valid for five financial years.
Its validity usually starts on 1 April of the year it is issued. It ends on 31 March after the five-year period.
If an RCMC is issued in the 2026–27 financial year, its validity may start on 1 April 2026. It may end on 31 March after five financial years.
Always check the dates on your certificate.
If your RCMC is still valid but needs changes, you can usually apply for an amendment.
If your RCMC has expired and you need to continue using it, you may need to renew it.

The e-RCMC process is completed electronically through the DGFT portal.
DGFT Login → Services → e-RCMC → Apply for e-RCMC

Troubleshooting
The selected council may not cover the exporter’s principal product.
Our approach: We review: Product description , ITC-HS code , Current turnover , Future export plans , Council jurisdiction, FIEO eligibility .
The exporter chooses FIEO even though a specialised council clearly covers the main product.
Our approach: We determine whether the exporter genuinely qualifies as multi-product or uncovered-product.
The exporter deals in several unrelated products.
Our approach: We compare: Current export turnover , Planned exports , Product range , ITC-HS jurisdiction , Existing council memberships , Dominant business line .
A wrong classification can lead to incorrect council selection.
Our approach: We compare: Product composition, Technical description, Intended use, Present classification, Council coverage
The e-RCMC application may display: Old address, Old director, Closed branch, Incorrect GSTIN, Wrong contact information .
Our approach: We update or correct the IEC profile before the RCMC application.
The council may not accept only a GST Certificate or Udyam Registration as manufacturing proof.
Our approach: We prepare a council-specific manufacturing-evidence checklist.
The applicant may have paid the fee but not completed signing or final submission.
Our approach: We verify: Payment transaction, Receipt, DSC or e-sign, Application status, Final submission.
The payment gateway may not have sent a success response.
Our approach: We review the transaction and council or portal grievance process before making another payment.
Some common causes are: The exporter category is incorrect, Product code is wrong, IEC profile is outdated, Council setting, Product jurisdiction, Portal issue.
Our approach: We verify the Product jurisdiction and the business category before raising any portal issue.
The council may request: Corrected form, Additional documents, Revised CA certificate, Product licence, Export proof, Manufacturing evidence, Updated council fee, Authorised-person proof.
Our approach: We prepare a deficiency checklist and structured response.
Possible reasons include: Legacy certificate not migrated, IEC mismatch, Wrong DGFT login, Council-record mismatch, Certificate-status error.
Our approach:We reconcile the old certificate, IEC and current e-RCMC profile and determine whether renewal, migration or a fresh application is required.
An active certificate generally requires amendment for present changes. Renewal is normally relevant once the existing certificate has expired.
An RCMC issued to one legal entity should not simply be used by another entity.
Our approach: We assess: PAN change, IEC change, Legal-entity continuity, Amendment eligibility, Surrender requirement, Fresh RCMC requirement.
